[hpsdr] re .NET 4.x

Thanks George. If they do require the full framework then the error 
message for the installers should be fixed to say that. Currently the 
error message says that either Full or Client will work.

FYI, there is no such thing as .NET 4.5 Client profile. They 
discontinued supporting both Client and Full at 4.5. If you install .NET 
4.5 and have .NET 4.0 client installed it will update that to the full 
version of the .NET Framework. So installing .NET 4.5 will actually 
solve the issue in this case. For further information see:
