[hpsdr] cuSDR wont run on new XP build

Hi Kevin,

did you copy over the dttsp.dll files ? It seems cuSDR cannot find them.
They must be located in the same directory as the cuSDR64.exe.
Please use only those dlls, which I provided (others won't work probably).
