[hpsdr] PowerSDR - two tone test

Hello,

when starting the two tone test in PowerSDR, I can see both tones on the 
display, but one of them is smaller than the other.
I have no equlizer, no vox, no DEXP on. Mic is -40dB down.

Freq 1 is 700 Hz,
  Freq 2 is 1800 Hz,
Level (dB) 3.0 [what does this mean? which level is it?]
RF Power 100
Signal Generator Transmit mode : Radio, Input

How can I get equal output of both tones?
