[hpsdr] Installing PowerSDR and DttSP

Hi Dan,

Please download and install the Microsoft Visual C++ 2010 Redistributable
Package.

I am having an issue getting PowerSDR installed.  It is giving me an error
that it can't find DttSP.dll.  The file itself is there in the folder.

I did read somewhere someone mentioned libusb0 needs to be installed even
though a USB device is not being used.  If that is the case, how is it
installed without a USB device to install it to?

The OS I am using is Win7 64bit.
