[hpsdr] Alternative ways of powering up the Mercury +Atlas+ Metis

The power connector on the Atlas board is a standard ATX 20 pin 
connector so you could use a standard PC power supply.  A nice power 
supply to use is the pico-PSU-120WI-25v.
