[hpsdr] Diversity - save by Band?

I The new diversity capability in 3.1.5 is very exciting, but it appears that the Phasing Control is not saved by Band, which
significantly limits its usefulness with non-identical antennas, as their relative phase and magnitude will change significantly
from one band to another.
