[hpsdr] no ethernet TX

Hi Vasiliy,
please try the older HPSRProgrammer v1.6 and see if it can "DISCOVER"
the current IP and MAC address from the Ethernet port.

With J12 installed, you can load the .pof bootloader file.

With J12 UNinstalled, you can load the rbf file. The current rbf file
is v2.4
