[hpsdr] Programmer and bootloader under Ubuntu 12.10

Hi Andy,

If by built you mean assembled your bare PCB then you are going to need a
USB Blaster and Quartus software to load the Bootloader.pof file into the
flash memory on Hermes.

You can only use the programmer software once the bootloader has been
installed.
