[hpsdr] powering up homebrewed hermes.

Hi all

I'm going through some initial checks on the newly built Hermes and (no
firmware or bootloader yet) and need some help.

Is it OK for the 5V output to drop down  to 4.6V under the load? I'm
getting 485 mA through the J26 jumper and  good  voltages from u27-u32
regulators, but not sure if the sag is normal.

Another problem is on the 12v rail. Connecting 2 and 3 on J17 makes the
regulator too hot to touch.  There is 3.9 kOhm between J17 pin 2 and 3.

Does that sound right?
