Hi Issac,

Do the power indicator LEDs D1, D2, D3 and D10 light? If none of them 
light, then there is likely a short on the +5V input to the board (or 
maybe +5V is missing on the Atlas backplane?)

If +5V is missing, this would also prevent Mercury from coming up.

Do you have a USB Blaster?
