[hpsdr] Hermes - PTT and ssb latency

Thanks very much Bill for clearly explaining the existing feature which
could never fix the problem I brought up.

Speaking strictly of SSB, we have manually operated PTT along with spoken
audio and we have voice keyer PTT and audio.  In both cases, we will
experience truncation of the tail end of audio xmsn because PTT break
causes Hermes to end xmsn before the audio completes.  A feature is needed
that will add a delay between PTT break seen by Hermes and the ending of
xmsn by Hermes.
