[hpsdr] No modulation from Penelope.

Hello Kjell,

 

Forgive me for suggesting something extremely simple, but in my case it's
often the simplest things that throw me; on Penelope do you have the
microphone bias jumper set in the correct position i.e. if you are using a
microphone that requires bias do you have the additional jumper fitted?
