[hpsdr] No modulation from Penelope.

Hi all.

Thank you all for different suggestions!

The problem was solved by Dough, W5WC (as usual)!

It seems as I have missed (or forgotten)some information. I think I was  
told some time ago that the I2C jumpers on Penelope should be removed due  
to some changes on the Atlas bus. I did this on both of my Penelope  
boards. When they was reinstalled, Penny works OK.
