[hpsdr] PowerSDR PortAudio error -9998

Ken-
Thanks for the suggestion.  This was an initial install of PowerSDR, but I
tried removing the DB anyway.  No joy.

It looks like there is some misunderstanding between PowerSDR, PostAudio,
and Windows "High Definition Audio Device", since PSDR thinks that it is
getting and error response from a call to a PA routine, and PA thinks that
the call from PSDR was incompatible with device information from Win HDAD.
