[hpsdr] PowerSDR PortAudio error -9998

I believe this has to do with the Windows audio mixer settings. here's what
has worked for some folks:

Open Control Panel, Sound, click on Recording tab.

Right Click over any device in the list and select "Show Disabled Devices"

Look for a device called "Stereo Mix".

Right Click on that and select "Enable"

Restart PowerSDR
