[hpsdr] Metis upgrade requires bypass firmware check...

Hi Justin,

It sounds like a power supply issue. The latest code will draw more
current from the power supply once PowerSDR starts since it uses more
logic elements.

What power supply are you using?  If its a TAPR LPU then check the 5v rail
is not folding back when you start PowerSDR.
