[hpsdr] Metis upgrade requires bypass firmware check...

G'day Phil,

It's a TAPR LPU and that appears to be the problem. The +5V collapses.

Am now using a reasonable quality PC SMPSU as an alternative and all OK 
with Firmware bypass on.
