[hpsdr] flrig 1.0.2 released

Hi,

I have just released flrig 1.0.2 in both binary (ubuntu linux) and source form.  It has a dozen or more
hpsdr specific controls added to the base flrig program.  Note that this program is not limited to use
with flradio, it should also be usable with QtRadio, etc.  I am pausing additional work till I get feedback.
In particular I will be adding additional controls on a request basis.  I've gotten down to the more esoteric
dspserver commands, and am not sure which are important (or even used), or how to implement them.  Feel

I have also updated flradio:

The main frequency control now works, and you can connect to dspserver either via flrig or
directly thru a socket.

Flrig is already updated to the most recent release: flrig-1.3.17
I will be updating flradio to the latest release of fldidig next.
