[hpsdr] ANAN-100 sometimes no TX, after upgrade to 2.9b/3.0 and 3.2.19

As you have an ANAN radio you must use the firmware downloaded from the Apache web site, not the OpenHPSDR web site.
If you used the firmware from OpenHPSDR I doubt this explain your problem.
