distribution and I have had croble with user pulling down svn 
directory and asking why some bit does not compile when it is 
old code I just want to keep.

places we just have people trained to look at this svn for the 
working code

website pulls files from the svn.  I was going nuts keep up with 
all the developers so I just ask the developer to put code in 
specific places and feed it to the download page with minimal delay

CreateEvent is being used? C# has an EventWaitHandle...
