Ron,
It would help if you posted details of your problematic configuration!  Like what versions
of firmware on each card?  What version(s) of PowerSdr (or whatever) are you trying to
run?  If you've updated to the latest firmware, have you ensured that the correct jumpers
are in place or removed?  It is the case that the 'I2C bypass' jumpers need to be removed
from at least PennyLane or Penelope with the firmware that's been out for the last year or
so.  Maybe 2 years.

Windows 10 shouldn't cause a problem.

You could also be overloading the current capacity of the LPU.  There were various mods
put forward to deal with that on the list.
