[hpsdr] Updates to Gnuradio / Hermes / Metis

Several updates to the Hermes / Metis Gnuradio module.

These have been on GIT for awhile, just getting around to updating the TAPR
SVN.
If you use Pybombs for Gnuradio, it points to GIT and will have the current
gr-hpsdr code.
If you use TAPR SVN, these should bring the module current.

1. If Verbose mode is turned on, it prints Pout and SWR about once a second
to the console window.
    Thanks to Darren Long for this code.
2. The transmitter will now force 4 milliseconds of buffering by holding
off sending samples for
    4 Ethernet frames, them sending them all as a burst to Hermes when
Hermes Tx is started.
    This fills the Tx FIFO in the Hermes FPGA about 25% full. After the
initial burst, samples
    are paced at the correct rate. This prevents an occasional underrun
situation.
