[hpsdr] Exceeded power of Penelope: 630mw

Hi Joe,

Thank you very much for your prompt reply. I didn't detail enough this phenomenon. I replaced this problematic Penelope card by TAPR Penelope without any change of PowerSDR, then the output power becomes quite satisfied. Therefore any setting of PowerSDR would not be a cause and the problem would reside on the Penelope card as well. My question may be which parts of the Penelope board I have to change.
