[hpsdr] GPS locked 10 Mhz Frequency standard for Anan 100D

Hi Mike, 

0 dBm external ref signal  (i.e., 1mW;  ~0.6 V p-p sine wave) input works fine on the ANAN-series and HPSDR series platforms.
