[hpsdr] Signal level discrepancy RA Utility / Multimeter

Hi Wolfgang and Warren, 

The RA utility in OpenHPSDR PowerSDR does not currently incorporate several of the correction factors that are used in PowerSDR to derive a correct value for the S-meter and there is an incorrect averaging calculation for averaged values as well.  

I will make the appropriate corrections to the RA utility and pass the corrected version over to Doug for inclusion in the next release of PowerSDR.
