[hpsdr] High S meter reading on noise floor.

Hi, all.

The problem of incompatible readings of Avg Signal in Db and S-units is only
on 6m band. I guess it's because of the attenuator set to 0Db on 6m (-20Db
on the HF bands). Looks like the Db reading of the signal is taken before
the attenuator and the S-reading after it.
