[hpsdr] How to configure a hermes IP connection?

Hi, Bernd,

I suspect that HPSDRprogrammer will only look on the subnet that the 
computer is connected to.  I've determined that it is a static IP but I 
don't know what the address/network is.  I know it's not 192/168.1 or .2 
so far.
