[hpsdr] CAT via Serial Port in piHPSDR

The current implementation that Steve Wilson, KA6S, has implemented for 
piHPSDR is for incoming CAT commands so it can be controlled by another 
application like rigctl, fldigi  or wsjt-x, not to send commands to 
control another device.

I have copied Steve in to see what he thinks.
