[hpsdr] Getting Hermes and Angelia to work with P2

I have the same issue with Angelia.  Bootloader discovers radio, 
installs Angelia_Protocol_2_v11.8.rbf.  After removing jumper and 
rebooting radio, neither Thetis nor HpSdrProgrammer can discover radio.
