All:

I'm aware of the issue with a transformer that needs to be rotated 
lowering 6m output power.  I have not done the rotation yet.

Question:  Does it also affect 10 meters?  I ask because I see lower 
power output on 10 than the lower bands. (I have done the compensation 
for gain in setup; RF into Penny is set as high as I can.) I was 
expecting (perhaps wrongly!) 10 to not be affected by the transformer issue.
