Assuming it is not a proverbial "dumb mistake", and it doesn't sound like
it is because you have more than one board and, if you swapped out one
board with another and the second board works in that position, then it
certainly sounds like a hardware failure of some kind.

Do the LEDs on the connector indicate a good connection with traffic? If
so, then the problem is probably between the PHY and the FPGA. Unless you
have an x-ray machine you can't see under the FPGA, which leaves the PHY
connections the only thing you can inspect. Do you have something with high
enough magnification to do that with?

If it's a bare board you might also have damaged something via ESD.

Again, assuming you swapped another board into the same position that your
problem board is in and it worked, the only other thing I can think of is
to reprogram a second board and see if you have a problem with your
programming setup.
