[hpsdr] Penelope output power uncontrolled

Hello All,

The problem has been cleared. However the reason is obscure.

What I did this afternoon is the following;

1) I installed an old version of PowerSDR 2.2.6. Then I tested the Penelope. The output power si quite normal. On 80 meters and 40 meters the power is around 496mw. 
2) The above mean there is no H/W problem on the Penelope.
3) I use again PowerSDR 3.4.9 with the Penelope. The power is over 600mW, so the problem continues.
4) With the conviction that the malfunction is due to PowerSDR, I opened the set-up panel, then I reset PA settings. The figures on each band are not so changed.
5) After the above the problem has been cleared.

This is a very strange behavior of PowerSDR. Before T2 orientation change, PowerSDR worked fine with the Penelope. After T2 orientation changed, the same PowerSDR v3.4.9 put the power over 600 mW.

Anyway now I can use the Penelope with 3dB up of the power on 6 meters.
