[hpsdr] Pan adapter passband accuracy

....as far I know the US are still member of the ITU (International
Telecommunications Union) or I missing one of Mr. Trump's funny twitters.
ITU clearly recomments a SSB channel to be at most 3 kHz broad. What a
constraint for the most important group of voodoo operators. Maybe that's
the reason that FCC sees no necessity for regulation.
