[hpsdr] Adding WWV Sync Capability To PowerSDR like KE9NS

Hello All,

I was wondering if we can add what KE9NS has done here:

to PowerSDR.  Looks like he added some Goertzel algorithm routines to help
make this happen.

Just wondering if anyone has tried to do this.

I've been able to get the multipsk clock tool to decode both WWVB and WWV
on my HPSDR rig and default antenna which is pretty cool all things
considered since I really didn't do much to help make that work other than
turning off some RFI generators in the shack.

Maybe someone out there has done this - if so, please post a PR

I'll spend some time on this as I can to see if I can add if this hasn't
been done by someone already.  It's a matter of merging what KE9NS has done
