Sorry to hear you are having problems with your Atlas radio.

Here's some screenshots of my setup.  PowerSDR is MRx 3.4.9. It looks like
the HPSDR General setup is the same as yours.  I've included the PA
Settings screen as well so you can see what I have there.  These values are
set up to that output from Penelope driving my Munin amplifier gives approx
100w when the power slider is at the 100% setting.  I have not measured the
output from Penelope directly.  The output reduces gradually as the slider
is moved towards the zero setting.  Of course your settings may be
different.

Not sure what to suggest other than review all TX related settings and
possibly do a database reset.
