[hpsdr] HPSDR(Mercury, Pannylane, adn Metiz) and PowerSDR version

Hi Helmut and all,

I did modify upper edge of W1AEX 2.8kHz SSB TX profile a bit. It now
corresponds to 2.7kHz RX filter. I really like the W1AEX 2.8kHz SSB TX
profile. He has done an excellent job in all these settings - Leveler, ALC,
CFC, Post-CFC EQ, Phase Rotator, TX EQ. It sounds superb on air.
