[hpsdr] Penelope upgrade to Pennylane

I still think it would be -really- nice if a small "daughterboard" were
produced to allow a Penelope to be upgraded with the Pennylane enhancements.
It's been a while since I last reviewed the Pennylane schematic. I don't
recall that the changes were that complex. I imagine it would require
different firmware for the FPGA to support the new DAC current control
scheme. 

Sounds like a worthwhile project, what with all the Penelope boards out
there that have -never- been on the air yet. I'd wager that the majority of
boards sold have never gone further than dummy load testing, due to the
delays in Alex.
