[hpsdr] Problem reflashing Mercury & Penny

Thanks Riho,

     Uninstalled V.11 and updated batch files for my v10.0sp1 version of 
Quartus and now AOK on the load of both Mercury and Penny.

Thanks again for your help and apologies for the noise on the list.
