[hpsdr] Boot loader for DFC Firmware

You use the "Board Programmer" section.

Get out your Sharpie. Power cycle the radio. Try discovery with Bootloader.
If it works, mark the position of the switch. If it doesn't, move the
switch, cycle radio power, try discovery again. It should work that time.
Mark the position of the switch.
